Just days before, the Cuban government warmly welcomed and officially received another boat that had delivered 14 tons of donated goods to the island.

That ship, called "a modern Granma" in reference to the vessel in which Fidel Castro came back to Cuba to begin the Cuban Revolution in the 1950s, delivered photovoltaic panels, drugs, baby formula, bikes and provisions.

Charity groups and individuals have largely spearheaded attempts to bring essential supplies to Cuba since January, when a fuel embargo on the island nation came into effect.

The United Nations have since warned of ""critical" shortages of supplies, with over 50,000 surgical procedures cancelled in Cuba because of power shortages.

Foreign policy measures have been ramped up over the past months, with remarks from several representatives underscoring the delicate state of relations.

Responding to recent proposals, a prominent Cuban official insisted that "the governance model of Cuba is non-negotiable."

Accounts suggest that preliminary steps of negotiations were initiated, although their present status remains uncertain.

The maritime authorities stated it was dedicated to using all of the resources at its reach to locate the vessels and ensure the security of the people on board.

At this time, there has been silence on the missing boats by the government in Havana.
